The account is not permanently bound to a console.

You can factory reset a console and it won't delete your account permanently.

With that being said, your account carries your game saves, purchased games etc so all you need to do on your next console is log in and you'll have instant access to any digital game you had purchased.

Before selling your console, please factory reset it. Never give your account credentials to anybody.

When you factory reset, everything is removed from the console so it's just like it is when you get it brand new out of the box. It doesn't remove your information from the Xbox servers.

when you sell you old console reset it first which will remove everything and your profile, make sure you know your email and password, get new console and sign in, done.
