While you do can change your birthdate on
https://account.microsoft.com/ you would need to provide a Credit Card in your name which can confirm your birthdate.

However, this will NOT change the birthdate for your Xbox Account. So you won't be able to get out of parental settings or get a custom gamerpic, even if you are an adult and could change your birthdate on your Microsoft Account.

Unfortunately once an Xbox account is created, you can not change the date of birth. You will have to wait till it turns 18 (21 in South Korea and Japan)
