    When I got the N7 helmet and went to put it on my avatar, I got a message telling me it I needed to download it and do I want to download now. After saying yes, it downloaded, the avatar wardrobe updated, and I had my helmet. Don't know if this helps?

    The 10 year items were from a promotion several years ago to celebrate the 10 year anniversary of the Live service. They're not given out based on tenure and since it's been so longer since the promotion, it is no longer possible to receive the codes.

    Joe Public wont get one it will be Developers and Publishers etc. MS awarded 10year gamers by giving them a crap Kinect game and a silly Avatar helmet, well thats MS for you.
