It doesn't matter how a situation starts. If you retaliate by responding with something that breaks the rules than you can also be suspended.

Thats why it's best in these situations to simply not respond to their bait (they are literally baiting you to say something against the rules so that they have a reason to report you) and report and block them. That way you wont be suspended and the only person who would be is them.

The best thing to do when someone starts being toxic, is never get involved, and just report the player, then block them. That way the enforcement team will investigate and give out any action if needed. It's never worth the risk to retaliate, as it can get you suspended or banned, even though you did not start it.
