If you're looking for a refund and your request was denied, the only way to dispute that is by replying to the email decision that you received, so the appropriate team can look into it. Ensure that you provide details on why you deserve a refund, and they might consider it.

i just got a new xbox, and hoping to subscribe (as i've got a 3 month live gold code).

so if i get this 3 month gold subscribed, then, i can still get the 36 month 1 dollar upgrade benefit, if i continue my subscription with extended gold member codes (say another 36 months topups), and then upgrade with 1 dollar to ultimate pass right?

I see offers on my dashboard all the time that I don't qualify for. For instance, I can see the $1 Game Pass promotion, and I'm a current subscriber, so I don't qualify for that offer.

The $1 Game Pass promotion requires that you don't have a current subscription, or haven't subscribed since the end of September 2018. However, the $1 Gold promotion is good as soon as you don't have a subscription. So, if your subscription ended the moment
you read this, you'd be able to get the $1 promotional offer for your first month of your renewed subscription.

You won't pay £10.99 for the entire 6 months.

Assuming you got a 6 month code for normal Game Pass yes? By upgrading to Ultimate, you pay for the Ultimate for the first month (£10.99)...however, the 6 months of Game Pass gets converted to Ultimate, so you end up with 7 months of Ultimate:

"When you subscribe to Xbox Game Pass Ultimate, we’ll apply any prepaid time you have on Xbox Live Gold, Xbox Game Pass, or EA Play subscriptions toward the Xbox Game Pass Ultimate plan at the current conversion ratio, up to a maximum of 36 months.
