    The enforcement team should be able to help him out, reporting isnt much of a joke when it's taken seriously. Hopefully you guys can go back to gaming!

    Depending on how long your friend has been banned for, he or she will need to submit a case review via the Xbox Enforcement
     website.

    Please be aware by submitting false reports you could also have enforcement action taken against you as it could be seen as a breach of the Terms of Service/ Code of conduct and the reporting tool is not there for pranking your mates as it can have serious
    consequences.

    one of my friends did that, but what you need to do is talk to xbox support. and that should help.
