The parental lock on the console can only be reset by inputting a secret button code somewhere in the settings menu.
The button code is unique to each console.

You will have to contact Xbox Support via phone or chat. Just tell them you bought a used console that still has the parental locks on it, provide the serial, and they should walk you through the process.
