I purchased a game and it wants me to purchase it again

To view the history through a Web browser you can enter the following link:

And if you want to see the history on your Xbox console, follow these steps:

1. To view purchases, press the Xbox button to open the guide.
2. Go to Profile & system > Settings > Account > Payments & billing.
3. Select Order History to view your purchases.

Sorry to hear it. Unfortunately this is not something that anyone here can help you with. You'll need to contact phone support as this seems to be strictly a billing issue that only then can help with.

I'm willing to bet you bought them on another account. What other accounts resided on your old console?

Recover them all to your new console and try to download those games from each one.

redownload them from your download history -
support.xbox.com/.../download-content-history
