I preordered Destiny 2 through console not through preorder punchcard promo

Purchases through the console are tracked for Xbox Live Rewards automatically. However, since your purchase was not made within the offer period, it was not eligible for this offer. The current Games on Demand started in July.

Since the program is tied to your account, it recognizes purchases you make on the console or xbox.com. So it doesn't matter which one you make the purchase through. Keep in mind it can take about 96 hours for the punch to show after preordering. If you
preordered the game before the punchcard began on July 1, it would not be eligible.

That's referring to the Destiny punchcard offer through the Microsoft Rewards program (preorders did not count for that offer, you had to purchase the game after release), not the Xbox Rewards program. The two programs are different. For the Xbox Rewards
program, the only offer to receive credits for Destiny was the Games on Demand punchcard which involved preordering 3 games.

If you want to contact customer support for the Microsoft Rewards program, you would need to do so through their contact link on their redemption page.

There were no offers to receive credits just for preordering Destiny. If you preordered it on or after July 1, it would have counted as a punch towards your games on demand punchcard. you would have needed 2 other eligible purchases to complete the offer
and receive the credits.

Preorders are only eligible for credits if there is a specific offer for them when you preorder. The Games on Demand punchcard is currently the only preorder offer. In order to receive credits, you had to preorder 3 eligible games. Out of the games you ordered,
only Destiny and Middle Earth were eligible, so you would not have completed that offer and received credits.
