Because the previous payment was declined it will want you to clear that before being able to use a gift card or microsoft balance to pay for gold. They will need you to clear the outstanding amount too. If you contact xbox support they are normally really
helpful with getting this resolved and helping you to use a gift card or balance.

If the payment method you had on file is still valid you can also use that to clear any balance and add gold from the my account section on the xbox website.

If your account is in arrears due to not cancelling auto-renew on an existing subscription like Gold, GamePass or Ultimate it will be due to there being no valid payment card and you would accrue a debt that needs to be cleared.

Have you signed into your account and Checked your
Check your Xbox purchase history? If everything appears to be fine on your account, you may need to get in touch with Xbox Support.

No. They are not making Xbox Live Gold free. They are only make games that are "free to play" such as fortnite for example, not require you to have gold to play online.

Other games that are not "free to play" will still require a paid Xbox Live Gold subscription in order to play them online.

There is no date announced yet for when free to play games could be played online without gold.
