    PlayAnywhere only works with digital copies

    It would only play on the console. You would need to own it digitally in order to play it on both console and PC.

    Forza Horizon: Storm Island dlc

    The only alternative is buying a physical copy of Forza Horizon Ulitmate Edition at Gamestop, Amazon, etc. This edition includes this DLC.

    No, you can't exchange hard copy to digital. Best way to sell the game to someone and then bought digital copy by web on xbox.com.
