I think you misunderstood my post. Both DLC's are loaded on my Xbox 360 console. I downloaded the game onto my Xbox One console, but only the Bring Down the Sky DLC downloaded, I went to Microsoft store to redownload the DLC for Pinnacle station
and it is telling me to purchase it again instead of saying I already own it. It seems kinda stupid to have to purchase the DLC content again because I wanted to install the game on the Xbox One console..

I can play "M" game's i bring home from the store, and i can down load "T" Demo's, game's, and DLC pack's. But i can NOT down load "M" Demo's, game's, and DLC pack's. If i try to down load a "M" game, demo, or DLC pack from Xbox, it says "This account is
not permitted to down load titles with this ratting". But i can play "M" game's that i have on a disc from the store.

I have tried both discs, the first one with dlc and the second with the game itself on there, upon booting up the game after a fresh install, I loaded in but was missing all my dlc, as I was attempting to troubleshoot that, my Xbox kept saying I don't own the game and that I need to buy it off the Microsoft store, and currently I can't even load into the game, the same "You don't own this game" keeps popping up on the screen

If its not specifically listed as the PC version of the game on the Microsoft store app, then no. Because I own games on console that I haven't installed/bought on PC that says I own that version the game on the PC. Whereas some of the puzzle games I like
that I own on console don't say I own them on PC as they are two different ports.
