I own a game but the store says I must buy it

the store will tell you to buy it as its for a digital copy purchase. if you have the hard copy just insert the disk and install the game.

Wondering if you can help have another issue. On forza 7 there are achievements regarding multiplayer laps. I can do as much multiplayer laps as I want the progress stands still as if my laps dont accumulate

As stated, you will always be given the option to buy the game digitally if you do not already own the game digitally. Since you own it as a disc, you have nothing to worry about.

If you own the disc copy of a game, you'll have to have the disc in the console and it will have to be installed.

Details can be found here. The store would represent the digital copy of the game, which is different than the physical copy. You'll need the physical copy of the game in the drive when you want to play that game.
