I only got half of my Xbox Design Lab order?

Since you haven't received an update yet from the 2nd order, you will have to contact Microsoft Xbox Support for a follow-up as they have the tools and resources to properly investigate this:

Before you check out with design lab it actually states this in the cart:

Due to the customized nature of Xbox Design Lab, you cannot cancel or modify your order once it is placed. Your Xbox Design Lab order will deliver in 2 to 3 weeks.
You will be charged immediately, and the order cannot be returned or refunded.

I ordered it online on xbox design lab.

If you continue to have issues with the DL controller I would suggest setting up a repair order if it's still under warranty.
