I not received the licenses of games

We don't have any news to share regarding the estimated delivery of codes for digital pre-orders for Gears of War 4. Please refer to the
Official Gears of War 4 pre-order page which states:

Physical copies of the game will come with codes for each of the four titles to download via Xbox Live. For those who purchase digitally, your codes will be sent via Xbox Live message – we’ll be sharing more information on digital distribution
closer to launch.

I was able to install the entire deluxe pack but did not receive my license for the game, is this a common issue?

It's because it depends on the content and the licensing restrictions on the content. So they're referring to 2 different things.

"For any Software not accompanied by a license agreement, Microsoft Corporation hereby grants to you, the user, a revocable personal, non-transferable license to..."

"You'll get a device license and a user license to every
game you download from the Xbox Store."

Most games usually come with an agreement that they can be shareable, which is the point of having a device license and a user license. Other content (like videos, some DLC, etc.) don't have the same licensing rules as games so you would only receive 1 license
for them.

the Play Anywhere system only applies to digital games. if you pre-ordered a physical disc, then you will not receive any sort of code or license to download it on PC. if you purchase a digital version, then your account will have the license for this
game on both PC and Xbox.

I think the season pass would be included in the license for the copy you received.
