I need help with Xbox Developer Mode activation

I've been following the guide in https://learn.microsoft.com/en-us/windows/uwp/xbox-apps/devkit-activation and I'm trying to complete step 5. "Register an app developer account in Partner Center."

When I try to register in the Partner Center "https://developer.microsoft.com/store/register" I just keep getting an error after filling in the information, specifically after payment info it verifies and I get a charge of $0.00 in my local currency. Then the page reloads and I get an error saying:

Sorry, something went wrong. Please try again later.

No matter how many times I try I cannot pass that screen and complete the registration. I've tried different accounts, different browsers even incognito mode but I cant complete the registration into the program.
