Clear Password and Upgrade Certificates are part of the Developer Mode settings on Xbox. Here I explain a little more about each one:

Clear Password: This is a key used to activate developer mode on your Xbox console. To activate developer mode, you need to go to partner.microsoft.com/xboxconfig/devices and enter the activation code displayed in the Dev Mode Activation app. You have a limited number of activations associated with your account.

Update certificates: These are certificates used to authenticate system updates. I didn't find specific information about update certificates in the system developer settings on Xbox.

Developer mode lets you develop and test games and apps right on your Xbox console. However, if you are not developing your own applications in the console, you do not need to enable developer mode.

If you click on the access key and update the certificates, nothing harmful should happen. However, if you are unsure, I would recommend that you do not click on these options unless you are sure what you are doing or are following specific instructions for app development.
