I need help! its driving me crazy!

i have a problem with playing games. Recently I have been suspended for "ill speech". it has ended four a couple of days. With the suspension i was not allowed to read or write to players in game, before i was able to read and write in game. i am able to use the xbox app to communicate but i can't use it on pc. Now that the suspension is over i should be able to read and write? correct? wrong! It still won't let me communicate with others in game. I have tried everything to changing privacy settings to reading reddit. I don't know what's wrong with my account. if anyone can help, please let me know. Thank you. This picture here is all i get whenever i try to communicate. I've went to the account tried the instructions nothing works.

i play on pc, windows 11.

It appears that you're having trouble communicating with other players in-game after your suspension in playing Minecraft. It's possible that the suspension may have affected your account settings, and you may need to adjust them to regain access to communication features. Let us check and see on what we can do to help resolve your concern in a timely manner.

If we may ask, is your account a child account or an adult account? We are asking this important question because to change the settings of your online safety and privacy settings would depend on the type of account. Child account is managed by parent on Xbox family settings app and only parent or organizer can change the settings. Here are the steps to change the settings: See screenshot

Go to http://account.xbox.com/ and log in with your parental account. If account is not managed by parent, you can sign in your own Microsoft account.
Click on Profile from the menu across the top.
On your profile page, click on Privacy Settings 
On this page, you should see your name and the Microsoft Gamertag of your child. Click on their name/picture 
Click on Xbox One/Windows 10 Online Safety right below the player names/profiles
If you want them to play with other people in general, you will need the multiplayer permission set to 'Allow.' 
You will see "You can play with people outside of Xbox Live" - this needs to be set to “Allow”

8. If you want them to be able to use Clubs, you will also need to set the "You can create and join clubs" setting right below it to "Allow"

9. Scroll down to the bottom of the page and click "Submit"
