This and in addition, if you "break" Combat by either fleeing far enough and hiding (make sure it says Hidden) or if you have the last Perk of Sneak and it will "break" Combat by hiding in shadows and such you will also go back
to the "normal" rate of Health Regen.

Maybe you can borrow a friends controller to eliminate the possibility that it is your controller. I myself never had the problem with this game. It does sound like your controller has gone haywire to me though.

My Kinect was the problem on mine. When you go to the settings in game to deactivate it make sure it saves the setting when you exit.

Hello try un plugging your kinect then try again your kinect might b picking up something even though its turned off.
