I have tried everything and it still will not let me play the game in the game cloud it...

Yeah there is a huge downside to deleting your Gamertag if your not able to reinstall it, it happened to me at the request of the M$ rep. =/

Being disconnected from Live sounds like a Xbox or your home network, are you hardlined or running wireless and what does running a network through the xBox tell you.

Have you linked your Rockstar social club account with your x box gamertag?
