I would like to clarify that the first link you shared in your description is the account unlock form.

The account recovery form is a different process (link below), and it doesn't work with accounts with two-step verification enabled.

Well the 2step verification i activated it , i don't know how i had a small access to my account , but i'm dumb i did many request until it stops. the day after i said to my classmate that i have an email of recovery , however what's weird is that it got removed after i said it to him , so i conclued that he was the hacker. in 30th March he WAS ACTUALLY the hacker , and i reproted it to my school administration and i recovered my account so that means the suspension is "USELESS".

Hello so it's been a year now i'm trying to remove the suspension of my account , that wasnot suposed to exist because i didn't say i wanted a suspension to protect my account when i was hacked , i wanted a data transfer. I want to know if the account reisntatment https://www.microsoft.com/en-us/concern/accountreinstatement can help me remove the suspension even if the two step verification is on ( i tried 8 times this form and it says me that we can't recover teh account because there is two step verification but maybe i did something bad).

Typically if the account cannot be recovered then they will indefinitely suspend the account instead to prevent anyone from using it further.

I know you didnt ask for that specifically but thats just what happens if the account is unable to be recovered. If the person who hacked your account enabled 2 step verification using their own information then this typically makes the account unrecoverable.

I didn't do that. An Agent asked me many questions i answered them and he/she escalated the 2case numbers . Many agent told me that the 2step verification won't be a problme in the process of removing the suspension in my 2case numbers

Hello , the suspension was from the Xbox Support they made it on my entire Microsoft account. I'm trying to remove the suspension to the microsoft account which has two step verification.
