i have restrictions on xbox and cant change the settings even though i left the microsoft...

Mohammed, only you as a user or your parents can change the privacy settings of an account, to do this you must go to the link: https://account.xbox.com/settings You must place all the items that appear in the list in "Allow"

In case yours is a minor account, it will not allow you to make any changes to the settings from your account, you will need to have an adult include your account in a family group from the link: https://support.xbox.com/en-US/help/family-onli... and then that adult can make all the changes.

Note When you grant applications permissions on a limited console, they are saved only on that console. If you use multiple consoles, make sure you grant permissions to your applications on all of them.

My son is trying to buy Fifa points with the money on his account. I changed the settings online and have verified that his account is no longer restricted to just free .

On the xbox one even though he restarted it still says we have to change the settings.

There are parental settings in place which govern this, and they can be changed either from the console (Settings->Account) or the web (log in at Xbox.com, go to My Account, then Privacy, Family & Forums).

Is this your first time trying to change your account privacy options?

If you're already an adult, it's possible that you have incorrectly set your DOB or date of birth when you create your account. Please note that the system only recognizes the first DOB we entered upon the creation of the account.

What do you see when you go to https://family.microsoft.com/ with your account? Do you have any family members?

My suggestion here is to have a new adult account and setup a Microsoft Family group there. Then add your main account as a member so that the new adult can manage or edit your main account's privacy options.
