    If the Enforcement actions were recent, it would prevent you from signing up for the program. Depending on when you received Enforcement actions on the previous account, you may be eligible again.

    If you receive any enforcement actions on your account this prevents from accessing the insider program for twelve months from the expiry of the enforcement action.

    Xbox Enfocrement web site     as you may have received an enforcement action reference your gamertag. If you have received an enforcement action this will prevent you from access the insider program and also play Sea of Thieves.
