Your deposit is being prevented due to a mismatch between your UK Rewards Account region and your Arab Emirates Microsoft Account region. When you register into the Rewards program, we create a Rewards account based on your Microsoft Account region at the
time of registration. Since your Rewards Account is a separate entity from your Microsoft Account, migrating your Microsoft Account region will not also change your Rewards Account region. Therefore, when your Rewards Account attempts a deposit in one regional
currency, it cannot complete when your Microsoft Account is of a differing currency. However, this issue can be fixed by heading over to the Microsoft Commerce page at (https://commerce.microsoft.com) to update
your Microsoft account to match your Xbox Live Rewards location.

Under my services, I have this:

which I assume means I don't have Xbox Live Gold. However, I paid for a year of it back in January. This is the entry from my January credit card statement:

there is a payment method associated to my account and it has valid credit card info.

I didn't remove/add my account from the Xbox since MS does not think I have Xbox Live Gold.

Something else: If I look at the order history of that credit card under "Payment & billing", it show purchases in December, 2017 and Feb. 2018, but not the Xbox Live purchase in January. It's like it never happened.

Next step is to contact support.

just an update, it is june 23 2018 and I have recieved the popup again

Unfortunately, the screenshot I tried to add of the receipt didn't upload, but I bought the Xbox on Feb 17th 2018.
