From what I understand, if you stop logging into your account for a period of approximately 365 days, the account is automatically deleted so it could not be recovered in any other way. Unfortunately, it's not possible to transer your game progress from Apex Legends on Steam to your Xbox Account. If you want to play Apex on Xbox, you have to start over.

If you are referring to the Apex Legends error 104, that relates to being unable to sign in with a child account to EA. Unfortunately you will either have to wait until the child account becomes of age or you will have create a new account. If its not that
error then we will have to have some more information.
