Please perform a power cycle reset, follow these steps:

Unplug the power cable from the back of the router, modem, or gateway for 5 minutes. If you have a router and a modem, unplug the power cable from both devices.

Restart your Xbox console. Press and hold the Xbox button in the center of your Xbox controller to open the Power Center. Select Restart console and then select Restart. (If the console appears to be frozen, press and hold the Xbox button on the console for 10 seconds, until the console turns off. After the console shuts down, touch the Xbox button on the console again to restart.)

After 5 minutes, plug the modem or gateway in first, and wait for all the lights to return to their normal state.

If you are using a router, plug in the router and wait for all the lights to return to their normal state.

I have a mix of xbox ones, xbox one s, xbox one x, xbox series s and xbox series x. I have 18 xboxes trying to download a game update with that many xboxes becomes a huge hassle time sync.

According to your description, there are two versions of this game, the Xbox One version and the Xbox Series X/S version, and after I checked, these two versions are not sold separately, so a possible guess is whether you have downloaded the Xbox One version of this game, you can browse your console's game library to confirm the version you have downloaded.

Note* I am currently playing on a Xbox One S and I am switching to my Series S in a few weeks. Will I be able to download the game automatically onto my Series S or will I have to pay for the game again ?

You have names mixed up. There are no consoles named the Xbox One Series S or Xbox One Series X.

The Xbox One/One S/One X all have a disc drive.

The Xbox One S All Digital Edition does not have a disc drive.

The Xbox Series X has a disc drive.

The Xbox Series S does not have a disc drive.

All the consoles can play backward compatible games. The Series S and One S all digital edition can only play games digitally downloaded.

The other consoles can play games from disc and from digitally downloaded,
