I have a problem when creating a microsoft account i cant create it without a phone number...

Can you try clearing both your cookies and cache on your browser?

It's policy, when you created the account you checked a few squares, one of them is "I accept the Microsoft Policy.....etc) and it is the same on the others companies.....how you want that Microsoft have sure that is your account? You could be doing to
another gamertag that is not yours. For your security and the other's, you have the phone number or secondary email (or passkey working since a few months ago) when you create, and if you change secondary email or your phone number you should update it on
your Microsoft Account.

You can try support but for what I know about Microsoft Policy I think they cant help on this matter.

Yes, I understand that. The problem is that when I try to log into my original Minecraft account (the one I created first and only using my phone number) the system recognizes me with my new account (the one that doesn't have Minecraft license). Therefore I'm unable to play :/

So, the question is: what should I do to restore my phone number to the first created account?

I don't have any other means to restore the first account since it was created with mobile number and no email address was linked.

Hello, when we create a Microsoft account we usually create a new Hotmail address

If you don't remember the email and if you linked a phone number, you can try to recover the account using that phone number.

If you're not able to do it, I'm afraid to say that's not possible to recover the account.
