You can try downgrading to windows 10 following these steps

"Open Settings app on your Windows 11, go to System > Recovery. Under Recovery options, click Go back.

Now Go back to Windows 10 screen should appear. Under Why are you going back, select a reason and click Next" and follow the on screen instructions

if the pc was designed for windows 11 then the manufacturer may not provide correct drivers for windows 10, also installing windows 10 may not activate unless you purchase.

You have installed an unofficial build of Windows 10, and as such does not include the gaming settings. If you want to play Games on the PC, you will need to install an official build of Windows 10 or 11 from Microsoft.

The issue is still present. The only change to the computer since being able to download my games has been windows 11 updates. I feel it is a windows 11 issue, but have no ideas as to why.
