To verify the ownership of your games and other purchases, please go to your account order history on https://account.microsoft.com/billing/orders/ and look for your game order there. It should say completed.

If it is not there, it must be linked to your other email address or other account. Try to check and login your other account online.

What game specifically are you trying to install?

Let's try to install it using an Xbox app on mobile. First, you need to enable remote features from your console:

Press the Xbox button on your controller to open the guide.
Go to Profile & system > Settings > Devices & connections > Remote features.
Select the Enable remote features checkbox.
Under Power options, select Sleep.

Once done, sign in your account through the Xbox app on your phone. Find the game and check if there's an option to install it to your console.

Well this is for a different gamertag. When I phoned up support they saw that I made purchases but couldn't find the purchase history/content licenses, which makes me more apt to pursue a civil suit against Microsoft.

Since Spongebob Squarepants is/was a licensed game, contracts with the "owner" of the Spongebob franchise might have run out, and Microsoft can't sell the game anymore.

However, if you actually bought the game, you should be able to see the game on the Xbox 360 download history of your account.

Go to the settings of the console, and then to the account tile. There check the console's download history for your account, and see if you can find the game there.
