May we confirm what do you mean by offline authorization, do you mean designated offline device? If yes, based on this support article - Play games on Windows 10/11 using offline mode | Xbox Support, you can only change your designated offline device three times per year. There is no one who can extend this and no one can reset as this will only be reset after a year.

By the way to disable designated offline device:

1. Make sure that you’re online.
   
2. Check that your device has the latest Windows updates: Go to Start > Settings > Update & security > Windows Update and see if any relevant updates are available.
   
3. Open the Microsoft Store. You’ll be prompted to sign in if you haven’t already.
   
4. Select your profile icon in the upper right corner.
   
5. Select App settings, and then under Offline permissions, make sure that the toggle is set to OFF.
   

However, if this is not what you mean, please do provide us a screenshot of the issue so we may check on it.

Doesn't it work with a handshake? So if you could connect just to check in through the EA Access app - you should then be able to go offline, and continue playing offline after that. Rinse and repeat with every game you want to play, each time you want to
play them. It just checks the active subscription and license?

No?

That's the problem, the Xbox one has NO offline mode. The hardware is built around needing an internet check in to authorize games to be played.

When booted offline? Yeah, call your ISP so they can track the people and provide info to the proper authorities. MS can't do that for you. This has been stated over and over, but people don't listen cause they want MS to fix everything for them.
