Xbox and Skype profile are automatically linked to your Microsoft account (just like Microsoft office, outlook and other Microsoft services)

If you want to delete the Xbox and Skype app you should be able to delete the apps opening Windows settings > apps and features > installed apps

Once there look for the Xbox app or the apps that you want to delete, click on it and you should be able to see the "Uninstall" button

You'll want to go here - https://live.xbox.com/Profile/Protection -and choose "Require Profile Download". It will make it so the next time you sign into any 360 console you need to redownload it.
