Okay, I'm sorry you are having this problem if you haven't tried this already follow these steps:

1. Press the Xbox button  to open the guide, and then go to Profile & system > Settings > Account > Family settings.
2. Select Manage family members, and then select the child account you want to update. Under Access to content, choose the desired age-level restriction.

You can also change the settings on Xbox One once the child has been added to the Admin account family. Just have both accounts signed in, while under the Admin account go to Settings > Family > Then choose the Child Account to Manage Settings.

Two ways to tell if he is in a family as a child account already.

Sign into his account at account.microsoft.com/family if there is no other family members then he is an adult in his own family.

Sign into his account on the xbox console go into settings and under the account tab go to family settings and go down to manage family members and it will tell you if there are any family members in the family there.

*After signing in, you can change the Parental Control limitations.

*When done, click the save button at the bottom of the page.

Press the Xbox button to open the guide.
Go to System > Settings.
Under Account, select Family settings > Manage family members.
Select the account for the family member whose settings you want to change, and then select Web filtering. Choose the appropriate setting you wish to have.
