I don't know if my account has been banned or suspended

I can't log into the account it give me a message about permanent suspension then when I go into my second profile it says suspension and gives me an end date of the online suspension. If I go to enforcement history it says error come back later.

I apologize, but just a friendly reminder that for enforcement action there is a dedicated team that handles them which is the enforcement team. There is no direct contact with them, only by reporting and filing a case review.

To help you, I would recommend signing in to https://enforcement.xbox.com to get more details along with checking if you're eligible to file a case review.

The problem is the enforcement page is not working it worked for the first day telling me it's under review and now it says "we can't get notifications right now try again later"

The enforcement team do not use the forums.

You can check any enforcement action on your account via the enforcement site
here where you can file for a case review if eligible as well.
