I don't know how to handle this situation at all.

Ok, so I was in a party and someone started saying some really rude things to me and my friend, and it escalated and they said they were gonna "boot" me and my friend, and they "booted" my friend "offline" but I had my VPN on so it didn't work for me,
so they threatened to keep booting them until I gave them money or something, I reported them and they were still messaging my other account because I blocked them and my friend texted me and said that they can't get back online so what do i do now, they reported
me and got me banned because I said something really not nice, and I wanted to apologize but they already banned me so I just want to know what to do so my friend can play games again :/

You did the right thing by reporting them. Your friend would need to contact their ISP to alert them of the issue.

Your best options are to just report and block the person, and your friends must turn on DDoS Mitigation on their routers too

this explains how they booted your friend offline and what he can do.

if they made threats about booting your friend over Xbox messages or Chat then you and your friend can report those messages
