Not only that, but I was reviewing the official announcement from Mojang about the cape, and they don’t state that you need to have created a Java profile in order to receive the vanilla cape.

You can try creating a new local user on your PC and test how the game goes there

If finally the issue persists, you may need to contact Mojang support for further assistance

May I know if you already tried repairing and resetting minecraft launcher?

Go to windows settings > apps > search for minecraft launcher app > click on it and select advanced options.

After that, click repair and then reset

And double check if the issue is fixed.

Another option could be try reinstalling minecraft dungeons or delete completely minecraft launcher and dungeons and try again

When did you acquire the Minecraft for Windows game on your account? Make sure that it's linked directly to your Microsoft account and visible on your order history on https://account.microsoft.com/billing/orders/

Try to visit the game here https://aka.ms/JavaBedrockEdition and sign in your Microsoft account. If you're eligible, you should be able get it without buying again.
