I can't see mine or my friends' custom skins in Minecraft Bedrock

I went on minecraft's official page, and you CANNOT add ANY custom skins on Xbox, you can ONLY add custom skins on Bedrock for pc, mobile, and Chromebook

I don't have other games I play on Microsoft, but my friends and I seem to have noticed a pattern here. The problem I had always happens to the world owner.

Yes when I try to change my skin in Minecraft Java my skin is stuck on the Alex skin but the same skin works for the Bedrock Edition of Minecraft . And I have tried using another skin but that too did not work .
