I can't recover my locked account

I added one year gold membership and recently got locked out of my account and can't recover it. I created a new account and have Xbox live but no gold membership. Any suggestions?

I tried to recover the Account but the hacker changed the email to a different one, one that I don't know. So I can't recover it. Is there a different way to get atleast the Account locked?

It just can't complete the process for the reason I said. When my account (Tunechi Pa) was put under Investigation, when it was stolen from me, the support team locked my xbox console from downloading and recovering accounts until the investigation was over,
and that was back in April 2013. I just want the investigation to end so I could download/recover accounts once again, thank you.

I ain't locked from my account, but I am locked from Microsoft Services. I have to input a phone number and verify my account to unlock it, but when I try to unlock it a while later, it is locked again and I have to verify using a phone number again. (Basically
I am in an infinite, and annoying loop...)

select Family and Online Safety as the category

select I Want to Protect My Account as the topic

skip the notification

scroll to the bottom of the contact options and select Chat Online or Request a Call
