Your account needs to be in a Microsoft family in order to manage your Xbox privacy settings and enable your Minecraft multiplayer settings.

Based on your description, it means the system has detected that your account is a child account. A child account can't manage the privacy settings on its own, you need an adult Microsoft account to manage the privacy settings for you.

A child account is registered on the birthdate 21 years old and below upon the account's first creation while an adult account is registered on the birthdate 22 years old and older.

Note: Solving this issue may take many steps.

Here's what you need to do, kindly make sure that your main/child account is the "Family Member" and your parent account is the "Organizer" under your Microsoft family. To confirm this, sign in to account.microsoft.com > go to family.

Here's how to manage your account's Xbox privacy settings using your parent's account:

"Have your Mom sign in to her Microsoft account at Xbox.com.

Note: Because She's accessing sensitive info, She may have to enter her password or PIN.

Select the gamertag for your child/main account that you want to manage.

Select either the Xbox Series X|S, Xbox One, and Windows 10 devices Online Safety tab or the Privacy tab.

Review the current settings and update all of the options as "Allow" and "Everyone", and then select Submit to save the changes.

Note: She must select Submit at the bottom of the page before leaving or switching to another tab. If She doesn't submit the changes before She moves to the other tab, the changes won't be saved.

Then check if you will be able to play Minecraft multiplayer using your child Microsoft account."
