I cant install publisher from my microsoft office 2003 disc

This seems to be a disc issue as the data it's corruy on the disc, there's a possibility to request a replacement.

For games published by Microsoft, contact the retailer from which you purchased the disc to learn more about their replacement policy.

For games not published by Microsoft, contact the game’s publisher to learn more about their disc replacement policy.

I am trying to install it from the Microsoft store not a disc. and i know i have a good enough connection to play games and stream movies and show but i cant download from the Microsoft store

If your example suggests being able to install from a disc and play without said disc in the console...No way would this ever be implemented. Complete insult to developers and publishers alike.

Do all disc-based games act like that on your Xbox One?

If it's just the one game disc you described, your only option is to check if there's a disc replacement program from the game's publisher.

Microsoft has a
disc exchange program if your disc is a Microsoft game. If the disc was not published by Microsoft, you'll need to check that other game publisher's website to see if they have any kind of replacement policy, and get in contact with them.

It is ultimately your responsibility to ensure the disc won't get scratched. Always keep game discs in the original case when not in use, and handle with care.
