I think this is just a bug when showing the progress, so I myself would just wait and see what happens when it is fully downloaded

Or you can cancel the download, restart the PC and then try and download something else after which you can start the download the game again.

You might also want to to clear the Store cache (when no download is active) to see if that helps too:

Please try repairing and resetting gaming services :

Go to windows settings > apps > search for gaming services app > click on it and select advanced options.
After that, click repair and then reset
Restart the PC and try again

If that doesn't work try reinstalling Gaming Services using powershell command

Press Windows key + X and then select Windows PowerShell (Admin).

Type or copy / past the following command and press Enter:

Get-AppxPackage *gamingservices* -allusers | remove-appxpackage -allusers

Restart the PC and Open the Xbox application.

A blue notification with the following message is going to appear at the bottom:
"This app needs an extra component. Gaming Services is needed for playing some games. Administrator approval required. Install"

Select Install to reinstall Gaming Services, once installed check again

Sounds like you may have changed your nickname or gamer tag? I would suggest you login to your Xbox account and verify all your account details. If you updated your gamer tag you may be trying to login with the old tag and need to change that.

Also try clearing the MAC address on the console itself

Settings - All settings - Network - Advanced Network - Alternate MAC address- Clear- Reset

Your console will restart after that. See if that helps you
