If you are using chrome .or safari you are better off with edge or firefox as they have less issues with websites

I have the same issue, I bought Minecraft for my sister under 13, created an Xbox account for her and she can't even login into the game, only the web web browser, there's no settings we can change into her account because she can't login in the game itself,
only in the browser, and she can't play online at all

I have an account that EVERYTIME I try to update or allow. Web browsing and do anything privacy settings related it saves but when I go back and check it reverts back to what I originally had to therefore I can't change my privacy settings

It was on the Xbox itself that told me it was blocked. But I just went to the Xbox live store on my PC and it worked. Don't know why Xbox would give you a specific web address to go to for this that doesn't even work. I still can't get were it told me to
go. It is a dead web page. But whatever it worked anyways. Lol
