    I solved it myself, after 2 hours chat with support. They could not figure out what the problem was.

    Microsoft seems to have some slow servers with time-out issues! Not all games do it. I download a different free game last night in about 5 minutes, it was about 5GB large. I ended up finishing my Black Ops II download the next day. Here is how you do it:

    MANUAL RESUMED DOWNLOAD:

    DO NOT delete cache, DO NOT delete the partial download. Keep trying. Go to SYSTEM, ACCOUNT, DOWNLOAD HISTORY.

    Download it again.

    I had to go in 2% or 3% increments, sometimes more. It took several hours of MANUALLY resuming the download.

    Every time it says "Can't Download COD: Black Ops II", just back out and download again.

    After about 75 tries you will have it downloaded.

    I ran it and started a new campaign after downloading the Nuketown map again. When I get Gold again, I will play online again! :) ~~

    Your account regio. Must reflect your actual region for any treyarch games

    Timeout issue happens only when you background download things

    If you keep the download screen up and not browse andyou shouldnt have an issue
