A previous closed beta would have already been added to your account automatically for last weekend if you pre-order the game on the Microsoft store. If you pre-ordered it elsewhere, you would need to talk to that retailer about why you didn't get a code, assuming they were offering them

I bought a digital copy from gamestop and downloaded it on my profile but the order history for it is gone. all the other codes ive just put in are in my order history even the beta code i got for pre ordering it. but just not fallout 76

That did not work. I went to the insider hub and found the Space Engineers beta but it will not let be download the beta even though I have the pre-order purchased and installed.

Once you successfully pre-ordered it, try downloading or accessing the game again. Be sure to restart your console.
