I can't download games or access cloud storage on my Xbox 360.

I'm having some download issues with the Xbox 360. I am on wireless internet connection, and my wireless is perfectly fine but the console is only reading the download speed at 0.01 Mbps, when my actual download speed is at 53.6 Mbps. I was trying to download Armoured Core: Verdict Day on my Xbox 360 Elite Series (has been previously installed), and whenever I go to my downloads history to reinstall it, I get an error code:

8C150009

There are no errors currently with the Xbox servers.I already tried all the troubleshooting related to the code, and it still won't let me download anything, and all my game cards appear greyed out. When I enter the download history tab, I don't get any error codes, but the game enters Active Downloads, idles for a moment, and then doesn't download, with no reason as to why.

When I opened a different game to check (Gears of War) it attempted an update, but couldn't connect due to status code:

4497-0000-D080-0200-8015-000A

After this, it signed me out, and went to the home screen, and auto-signed me in.

My console is connected to the internet, and has been previously, but refuses to go further than "connecting" to Xbox Live and not actually letting me use any online features. Do I need a 360 Xbox Live subscription to bypass this error?

Please help, I have tried all I could to just download one game, and I don't know why it's reading at such a low download speed.

Edit: I tried using a wired ethernet connection, and it still reads as 0.01Mbps

I believe so If you enable cloud storage on 360 and save the character in mass effect 2 to cloud storage.... in theory yes

Oh It may depend on if its a 360 version of the game because when you use the 360 version it access's cloud storage

You don't access the Cloud storage on the Xbox One. It's managed automatically, and is not user accessible.

The way I have always transferred my 360 games to my xbox one. I moved my data to the cloud storage and then I was able to access all of my data.

Cloud is an online storage that can be accessed using Xbox Live Gold for Xbox 360 consoles and Internet connection if Xbox One. Basically, if you have cloud, your game saves get stored to your console's local storage and the cloud. Let's say for example
you performed a factory defaults for your Xbox One or format of hard drive for your Xbox 360, your save games from the local storages would get deleted but since you have cloud storage, your save games can be retrieved. This is why cloud can be considered
as your back up.
