I can't change my xbox account region.

I understood that I can't change region for this account, but may be I can change LiveID for this Xbox live account or cancel it and create a new one for my LiveID with new region? Content isn't important, but LiveID is important.

Also if your account is under 3 months old you need to wait 3 months before you can change if you do not live in an xboxlive region then you cannot select your region

There are some things that prevents you to change your region, these are the reasons:

"If you’re prevented from changing the country/region for your Xbox, it may be for one of the following reasons:
You changed country/regions within the last three months.
Your account is currently suspended (for example, the credit card on one of your subscriptions has expired).
You’re a minor (as defined by applicable law) in your current country/region and will not be a minor in the region that you’re moving to.
You’re not a minor (as defined by applicable law) in your current country/region but will be considered a minor in the country/region that you’re moving to.
Your billing info is incomplete or incorrect on the account (such as your address or phone number).
You have a balance due or any open balance on your account."

just to be sure what country region does it show at the country region field here:

https://live.xbox.com/Account/BillingAccountInformation

If that is showing the incorrect region, then you may have to Migrate your country to a different region.

There are steps for that but also restrictions and possible consequences. The following link will explain that:

Be aware that you may only change the account region once every several months.
