i cant change my profile picture anymore

It's a server issue. It's happening to everyone. All you can do is wait for it to be fixed.

Currently the ability to change custom gamerpics has been temporarily disabled.

So far, the new app doesn't have an ETA on when or if the ability to change your profile pic will be returning. You are still able to change it though via a non-updated version of the app, your Xbox itself (Saving an image to it or using a USB), or using
the PC app. Do note though that if you use your PC app or System itself, the image has to be 1080x1080 in order for it to work.

I've tried around 12 times with multiple different pictures over the last 2 months, and not one of them has worked. Again, none of the images are bad unless Microsoft really hates cats.

.Everytime you update your Xbox pfp whether it's via console or PC and mobile Xbox app, the picture gets uploaded and then checked by staff, if it's appropriate it doesn't take long for it to show up, I suggest you either try again with a new appropriate picture and wait or you can contact live support for more options or info...
