I cant change my profile pic

I can't change my profile picture to a custom one even though my account is the age of 28 and i still cant change it even thought i have the account set to adult on everything. Please help me

I change my account profile pic on the xbox beta app but after a few minutes it changes back to the original profile pic that i had it as

Stupid question: Have you gone through the customization options on your xbox account? The pathway is:

My Profile>Customize profile>Change gamerpic.

I know it's kinda obvious, but it's the first place we can start.

Have you by chance changed the Date of Birth that was originally on the account? I would contact Xbox Support to see if they show there might possibly a Date of Birth issue. Even though the option is on account.microsoft.com to change the Date of Birth it
will not work for your Xbox profile. Whatever the original DOB was, is set in stone for the Xbox profile itself. You can change it so the system shows you are an adult by changing it online, but Xbox still sees and goes by the original date entered when the
Xbox Profile was created. This is a safety measure so "children" cannot just change the DOB to try and remove themselves from a family/parent settings or edit the ability to see Mature content that is restricted by an adult.

So if your original DOB was for someone that is considered a "child" and you changed it to now show you are 28....that will be your main issue and nothing you can do but wait till the original DOB reaches the age of Adult, since child accounts are not able
to use the Customer GamerPic feature.

Honestly everything says allowed and I changed my profile pic twice. Plus yesterday I could see my friends costum profile pics today I cant

Unfortunately right now the feature is disabled and it is not known when it will be enabled again:

"As people look to gaming for social connection, Xbox is seeing record numbers across Xbox Game Pass, Xbox Live, and Mixer. To streamline moderation and ensure the best experience for the community, Xbox has made small adjustments.
Some features like uploading custom gamerpics, club pics, and club backgrounds are temporarily disabled."
