I cant buy a gift card

you cant use a gift card to buy 360 games.

I reset my console and tried to purchase the gift card from my phone and it stills says the same thing.

5. Reach out to Xbox Support at https://support.xbox.com/en-US/contact-us to check any possible purchase restrictions. Additionally, you can use the Virtual Agent at https://support.xbox.com/en-US/virtualagent > Type in Contact Xbox Support > Fill out the form randomly > You'll be provided with contact options. You can choose the option you prefer.

Ive tried to purchase with both xbox and my phone and no luck since.

I would double check that you are in the right store, I had this problem before when my Xbox was set to USA when I live in Canada
