I can't add a payment method in my new account

Change your payment method. You can add a debit or credit card or add a bank account.

Confirm the recipient’s information. Make sure the recipient has finished registering for PayPal and you have their correct email address or phone number.

noone of the above apply to me, yet i still receive the same error.

My paypal works fine for any service.

Except Microsoft/Xbox in this case.

It even works on other Accounts related to xbox, so its definitely a Microsoft issue...

With regards to your issue, have you somehow tried using a different device to add your payment? I suggest to try using a different device or browser then add it to your Microsoft account via https://account.microsoft.com/billing/payments page. If you still cannot add your card, try adding your billing address first or edit it via https://account.microsoft.com/billing/addresses

Then make sure the address is correct and same one as the payment you are trying to use.

Try to do it from the incognito/private mode of the browser

If the problem persists, please wait 24 hours without trying anything and try again.

Alternatively you can link your card to a Paypal account and then link Paypal to Microsoft, this only makes sense if the Microsoft Store in your country accepts Paypal as a payment method, you can check it on the website I sent you.
