You can change your privacy settings only through an adult account or the parental accounted associated with your child account.
Log into : https://account.microsoft.com/account/Account?refd=login.live.com&destrt=home-index

with your "child account" and then click on "Family" it should show the parent email/account

It's possible that your account might be on "Lock Down." Here is a link about changing online safety and privacy settings through the Xbox One:

This message means that you online safety and security settings are set to not allow you to play online multiplayer games.

If it had to do with your live subscription it would just take you to the purchase gold page.
