When I try from Windows 10 Xbox store it just says to go on Xbox.com and do it and on Xbox.com it uses the funds from my USD xbox wallet when the money is in my CAD xbox wallet so how do I change it?

What could be happening is your gamertag filter is flagging it, which from personal experience, I can tell you is very extreme. So what you might find to be okay, the filter will say otherwise (No matter how ridiculous it is).
